Civil servants" is the window of the government agencies and the public dialogue.Conceptually understand, they are the finances to support by the state, in accordancewith relevant laws and regulations in our country, in accordance with the law to fulfillits social obligations of public service, and by the state administrative department ofthe unified management, service to the public of national civil servants. China’sadministrative department is composed of many civil servants, they are not only as thestate policies and regulations of duties, and realize the government service the pillarof policy ideas and policies. In our country, the proportion of grass-roots civil servantsis very large, at the same time is also the most grass-roots civil servants directly to thepeople’s social service, how to play the managers roles in social life, the country’ssocial development is of great significance. Related statistics department data show:"accounted for91%of the civil servants in China post level belongs to the category ofcivil servants at the grass-roots level, township and county total accounted for5%ofthe total number of civil servant",", including accounted for73%of the enforcementof civil servants at the grass-roots level." The daily work of grass-roots civil servantsis the most close to common people’s life, their daily work performance shows thegovernment’s credibility, directly affecting the government image in the eyes ofordinary people, so it is urgent to strengthen the appraisal of civil servants at thegrass-roots level management. Can be concluded from this, scientific and effectiveperformance appraisal system for the supervision and management of the our countrycivil servants at the grass-roots level is the construction of vital significance. It isnoteworthy that in order to maintain the grass-roots civil servants of fair andtransparent working environment and the environment, emphasizing basicparticularity, design appraisal system can not continue past performance evaluationstandard, and should be targeted for civil servants at the grass-roots level designscientific and reasonable system framework. The move is not only beneficial to fully arouse the work enthusiasm of civil servants at the grass-roots level, and help thegovernment set up a good image, enhance credibility, for civil servants at thegrass-roots level to create a fair and just, and positive good atmosphere. Based onlocal taxation bureau at the grass-roots level one district as an example, activelyexplore the problems of the grass-roots civil servant performance appraisal, this notonly is an effective means of tax system construction and management, but also thebeneficial exploration on the level of grass-roots civil service system in practice, thebeneficial supplement of the basic system of public servants.
