Preparation of management is an important part of administrative system, caneffectively ensure the reasonable government scale moderation, keep dynamic balance,and promote government management and social needs to perfect governancestructure. As a result, the moderate government scale and management becomeincreasingly related theory study and practice to explore important topic. In this area,the government and a reasonable division of the role of market allocation of resourcesby all parties concerned. Corresponding, constructing moderate scale and efficiencyof the government has become the tide of reform of the administrative system and thetarget., on the other hand, the government institutional reform in the new situation,new problems, and the choice of system is unable to avoid in the deep level reasonstill is our country government function transformation is not in place, the personnelmanagement is not scientific, the imperfection of the relevant rules and regulations,leading to the establishment of the existence of some contradictions are difficult tosolve.This article is divided into six parts, the first part of the system are introducedabout the agency and staffing administration normalization of local governmentresearch background and significance, as well as the relevant research literature athome and abroad; The second part summarizes this paper expounds the agency andstaffing administration standardization theory basis of local government; The thirdpart to put forward the concept of the core subjects, including the recruitment agencyand staffing administration standardization of management and local governmentrelated content; The fourth part analyses the present situation, namely, summarizes theagency and staffing administration normalization of local government problems thatexist in the process. The fifth part discusses foreign government administrative reformexperience, on the basis of in view of the problem to find corresponding countermeasures. The way of the agency and staffing administration standardizationof innovation by the last part explores, and summarized in this paper.
