Research On Social Stability In China From The Perspective In The Rights Of Citizens

China has been achieved giant progresses in all kinds of social developmentduring the35years of reform and opening, but it is facing a series of prominentcontradictions and challenges, which is social instability more severely. Therefore ithas become a most urgent realistic task faced by the current Chinese society tomaintain social stability. However, all levels of local governments tend to ignore theroot of social unrest, use the techniques of simple and brutal to implement thehigh-pressure "dimensional stability", when they bear the responsibility ofmaintaining social stability, the result is an ineffectual remedy, even inflame one’sanger. This＂temporary＂and not＂cure＂the power of holding stability not onlycosts the state a lot of manpower and resources, but also seriously damages China ’sinternational image, affects the smooth progress of reform and opening up career. Infact,the source of so-caller social instability lies in damaged citizens rights That is tosay, wo would to get rid of the confused dilemma for many years, it must be tosafeguard civil rights; only when the each citizen’s constitutional right is trulyimplemented,we could do well in the work of maintaining social stability in the＂ruleof law＂(rather than the＂rule of man＂)orbit. So it is the core of the whole"maintaining stability " issues,profoundly understand the intrinsic relationshipbetween civil rights and social stability, and through the "five civilization building" toeffectively enforcement civil rights.Therefore, the paper is at the view of the citizens’ rights, first it points out thatrespect for and protection of civil rights is the essential requirement of socialism, thenfurtherly analysis the civil rights`connotation and value system; emphasizes on thevalue demands of socialism to protect citizens’ rights. In follow, this paper tentatively puts forward to countermeasures howto depend on rights`protection to achieve stability, that promoting sustainableeconomic development is the material basis for the realization of civil rights andsocial stability; building a modern democratic law and rule system is the institutionalpreconditions; innovating social management system is a "shock absorber" of thesocial stability; enhancing cultural construction and updating concept of the officials is ideological foundation. At last, this paper prospects on future according to spiritof18th CPC National Congress, points out that only let people better enjoyreformation dividends, it could make everyone live up to his "Chinese dream. Thus itis that reform and development is the premise of achieving stability, safeguardingrights is foundation of development and reform; the government should have goodgovernance, citizens could have dream come true.
