With the rapid development of non-public sectors of the economy in China,labor relations have taken on diverse and complicated characteristics, forcingtrade unions to assume a larger responsibility than before for “coordinatinglabor relations to facilitate the building of a harmonious society”.Nevertheless, the constant growth of trade unions and staff members ofnon-public enterprises has leaded to mounting problems for primary tradeunions, such as an increase of workload, a shortage of professionalized cadres,and an insufficiency in performing their function of safeguarding the interestsand rights of workers.Based on the foregoing problems, the essay gives a literature reviewpresenting the practical exploration in the professionalization of primary tradeunion contingent of cadres, the study angles and frameworks, the significanceand constructive ideas of the professionalization of trade union contingent ofcadres. It then makes an analysis of the current situation of theprofessionalization of primary trade union contingent of cadres in China fromthe perspective of the theory of social division of labor and by means ofquestionnaires and interviews. In the analysis, problems including why toimplement the professionalization, how to implement it and how to maintainits efficiency are further discussed.In the final part, the essay gives some constructive advice on how topromote the professionalization of primary trade union contingent of cadres.First, give a scientific definition of the duties and division of laborinvolving professionalized trade union cadres, give a clear professionalorientation, and encourage professionalized trade union cadres to go throughprofessional accreditation.Second, formulate a complete and efficient set of management system forprofessional trade union cadres.Third, establish a training system for professionalized trade union cadres so as to build high–quality contingents of them.Fourth, give full play to the role of professionalized trade union cadres inbuilding harmonious labor relations.
