With the gradual promotion of the construction of new rural areas, the poorbehaviors of rural cadres’ overall quality structure quickly appear uncoordinated pacewith rural development, which highlights "Talent depressions " problem in the vastrural areas. At the same time, after the popularization of higher education, the numberof college students is relative surplus, which leads to the change of former shortsupply of college students to supply exceeds demand, thus resulting in the difficultyof employment of college students. University graduated to be "village officials" iswith Chinese characteristic under this background. It claims that their education levelis generally high and their arrival provides timely help for the development of ruralareas. And to a certain extent, it eases the college students’ employment pressure.However, we should also clearly realize that the unbalanced implementation ofrelevant policies and the imbalance of their own quality lead some universitygraduated "village officials" to confuse about their professional in practice, whichseriously restricts the university graduated "village officials" play an effective role inthe rural areas. Therefore, how to help university graduated "village officials" toalleviate confusion in order to promote the construction of new rural areas isparticularly important. With the push of national policies and the call of constructingnew rural areas, the enthusiasm of working as university graduated "village officials"in the grass roots becomes more and more high and its survival status is also various.Based on the case study of this special group of university graduated "villageofficials", the author applies literature analysis and interviews to lucubrate three typical types of “village officials”–continuously adapt to the role, successfullytransform to the role and insist explore the entrepreneurial. The author concretelyanalyses the stuck phenomenon and influent factors of university graduated "villageofficials" in the grass-roots.Based on the present university graduated "village officials" the problems inpractice and comprehensive theoretical researches, it holds that the assistance ofalleviating role stuck of university graduated "village officials" in terms ofimprovement of the system of governments is not enough. Aiming at their ownfactors, we should carry out from the system of governments, high institutions,"village officials" themselves, grass-roots management. Firstly, the relevantgovernment departments should continue to perfect incentive measures and securitysystems on the basis of optimization of training plans; Secondly, when colleges payattention to the employment of colleges students, they should also have a correctunderstanding of university graduated "village officials" policies to foster talents whoare suitable for the construction of the new rural areas with the purpose of expandingtalent training systems. Thirdly, university graduated "village officials" shouldcorrect their own motivation, improve their own abilities to quickly adapt to the role;Finally, first-line managers should create a good working and living environment foruniversity graduated "village officials", and strive to achieve scientific managementand apply the mechanism to make them to re-recognize rural work and become theimportant pushers of new rural construction.
