Our country is a nation which has more severe aging population problem and is ina prominent situation where the elderly are “long but not healthy". And poverty,disease and other issues which the elderly must face up deserve of concern of the wholesociety. According to "Chinese aging development report (2013)", the number ofChina’s elderly population has reached194millions by the end of2012, while by the endof2013the elderly population will exceed200millions with the level of aging reaching14.8%, of which the frail elderly was37500000, the middle of the21Century thenumber of the frail elderly will exceed100000000. Whether in the city or thecountryside, the care of the frail elderly mainly rely on the traditional family members,but with the miniaturization development of family size, the pension function oftraditional family has been gradually weakening. According to the bulletin by NationalBureau of statistics which is released in February24,2014, the whole nation has eldersof202.43million, owned43,000pension services institutions and4,746million bedsand adopted2,943million personnel in various fields by the end of2012. Theresponsible person of some pension institutions said that taking care of the frail elderlyis particularly prone to accidents, so that most nursing homes don’t want to receivethem.In the background of the shortage of family care resources and endowmentinstitutions which can’t satisfy the demand of most disabled elderly, community homeendowment will emerge as the times require. It is a new pension model which iscomposed of professional service of endowment institutions and emotional tie of familyendowment, and a service that the elderly accept life care in their own home andcommunity. Its main way is the elderly accept pension service in home, and thecommunity supplies the elderly with care service by relevant resources, includingdoor-to-door service and community facilities and services. Based on the differences ofthe characteristics of the care and nursing needs of frail elderly and the elderly who cantake care of themselves, the way that disabled elderly accept community home servicesis called home care. Home caregivers who take care of the frail elderly in community ismainly divided into two kinds, one kind is that the spouses, children, relatives, friendsof the frail elderly taking care the frail elderly in home simply called family caregivers;another kind is the professional personnel (i.e. people who can supply care for the disabled elderly the government buy or the members of the community and the frailelderly family employ), including service people and professional medical staff thatsupply home care or living service in the community center care for frail elderly whoare called professional caregivers of community in this paper.The service quality of home caregivers directly affects the care quality of disabledelderly and their daily life condition. At present, older laid-off women occupy bigpercentage in the number of home caregivers, the personnel is relatively short and notfixed, and the sex ratio is also inconsistent. Current nursing staff must do a lot of workand have weak specialty, and their work has not been recognized by the outside world.Many people have been affected by the negative emotions of the disabled elderlybecause of the long-term coexistence with them, so that home caregivers have morepsychological and mental pressure which will indirectly affect the emotion and behaviorof the frail elderly that they are taking care of. In this case, through the use of socialexchange, social capital, social support and the justice theory, this paper discusses thenecessity of supplying social support for community disabled elderly home caregivers,and through questionnaires and interviews, analyzes present status of home caregiversof the community elderly and finds out the existing problems and the causes of presentsocial support. Based on above analysis, this paper puts forward the scheme ofestablishing social support system of the community disabled elder’s home caregivers.
