The rise and development of global governance, the social management ideas andmethods shows a tendency of diversification, and the ultimate aim was also for socialmanagement effectively. The object of social management was the narrow-sensedsociety; there were a variety of management subjects, of which the most important oneswere the government and social organizations. The social management by governmentsand that by social organizations were the two basic types of the generalized socialmanagement and also two indispensable aspects of it. The fact of "strong government,weak society" in current China’s society and the style of social management presenting"Emphasis on government, Contempt society","Emphasis on control, contempt service",leading to the fact that government social management was very strong, socialorganizations of social management was seriously lagging behind, and they wereseriously asymmetric. Many social problems emerged. One of the objectives of themanagement system of modern society construction was to speed up the society’sself-development and to strengthen the self-organization management of the society.This was not only an important part of the innovation in social management, but also animportant way to realize the self-organizing path of social management innovation.Social system was self-organization system; social development was aself-organization process, laid the reality-historical foundation for building theself-organization path of social management innovation. The government socialmanagement and social organizations of social management were the two basic types ofthe generalized social management, and in the two types of social management both hadthe forces of hetero-organization and self-organization. And the innovation of socialmanagement in constructing the self-organization path was to shift thehetero-organization of social management more into the self-organization of socialmanagement. Social management innovation as a future-oriented social managementactivity was the contradictory unity of self-organization and hetero-organization; it notonly needed to adhere to the "top-down" guided governance by the government, but alsoneeded the "bottom-up" self-management by the social organizations, only by achievingthe harmony and unity between these two, as well as the organic unification ofself-organization and hetero-organization of social management innovation, could theself-organization path of social management innovation be successfully built. Self-organization and hetero-organization had many differences; these differences morehighlight the inherent advantages of self-organizing path, including the ability tomanage complexity; self-adjusting and adaptive ability; self-innovation ability; chaoticprediction ability, these made the self-organization path was the best choice for socialmanagement innovation, and also the best path to achieve the harmonious and orderlyof the society. There were a variety of ways to realize the transformation from thehetero-organization path to the self-organization path of social management innovation,however, in the process, must pay attention to the following questions: correctlyrecognized the positive effect of hetero-organization; the transformation from thehetero-organization path to the self-organization path of social management innovationwas a process, that should not be anxious for success; created favorable conditions tomake the transition from hetero-organization path to self-organization path easier. Thebasic idea in the path of self-organization of social management innovation to build;needed to be done in four areas, including: the government’s role in self-organizationpath of social management innovation; new ideas and methods to build theself-organization path of social management innovation; released the self-organizationenergy of social management subsystem, created an orderly synergetic and competitivemechanism; gave full play to people’s creative activities, promoted the realization ofself-organization path of social management innovation. We proposed a consistentmanagement philosophy of this management approach——the concept ofself-organization social management, be a new theory to guide the social managementinnovation, had an important significance.Self-organization is a goal and also a way of social management innovation.Self-organization social management also would become a popular social managementstyle in the future, and also provides new support for the future of social managementinnovation.
