Accelerating the development of rural public utilities, improving the level ofrural essential public services gradually, and promoting the equalization of urban andrural essential public services, is the important foundation of nationwide publicservices system, and also the internal requirement of constructing a socialistharmonious society. Nowadays, the economic development of super large towns isfast, and even can catch up with some small cities, however, their public servicesconstruction is far behind the cities, and can not meet the requirements ofmodernized service oriented government. Through the study of super large towns,this essay finds out that most super large towns continue the running mode oftraditional central towns except that a few super large towns in the eastern coastalareas of China carry out the reform of urbanization, and the public services in mostsuper large towns show characteristics such as various contents, scattered customers,single suppliers and an obvious difference between urban and rural areas, at the sametime, super large towns have some difficulties in the aspect of public services, suchas the unbalanced structure of supply and demand system, the shortage in publicinvestment, the unreasonable planning layout, the restricted administrative power,the reality which can not adapt to the development of the actual demand, and so on.Combining with the innovative practice in public services in the pilot project of asmall city in Zeguo town, Wenling cty, Zhejiang province, this essay put forward theidea that future super large towns should make an effort to change administrativeideas and strengthen multiparty participation, speed up a series of reforms in finance,personnel matters and power expansion, in order to achieve the construction of anew public services system that can be not only the linkup of urban public servicesbut also the radiation of rural hinterland.
