A Study On The Problem Of Rationality Of Division Chief’s Decision

Division chief counts an important part of the political management system of China.Some people take division chief for executors without decision-making power, but in manyplaces of China, including the government divisions of Guangzhou city, there is a saying of“division chief’s decision” because we consider the performance of these divisions as areflection of the capacity of their division chiefs.“Division chief’s decision” means divisionchiefs may perform their duty, take on tasks or attend the decision making process of publicaffairs in government divisions of capital cities. The primary content of this dissertation is todiscuss the rationality and the influence of division chief’s participation in public affairdecision making process. The intention of this dissertation is to improve the rationality of“division chief’s decision” in order to furtherance the scientization, democratization andlegalization of public affair decision.This dissertation reorganizes the opinions and researches by scholars regarding thepublic affair decision system and decision making hierarchy and middle-level officials, givenGuangzhou city government as an example, introduces the public affair decision system ofGuangzhou city government, using public policy analysis model and empirical analysis todiscuss the efficiency of “division chief’s decision”. Through the study of current problems of“division chief’s decision”, I provide suggestions to improve the scientization,democratization and legalization of “division chief’s decision” in public affair decision.Through my study,“division chief’s decision” is theoretically and empirically reasonable.It is in accordance with the theory of public policy and political management as well as thedemand of government operation. It is an efficient way to improve the rationality of “divisionchief’s decision” by completing the political system and public affair decision policy,improving the construction of public decision, lightening the political transparency andincreasing the capability of division chief. A reasonable “division chief’s decision” representsthe demand of this position, the demand of an equilibrium between specialization and politicaldecision power, the demand of scientization, democratization and legalization. Moreover, it isan efficient way to realize scientific democratic decision.
