The Historical Practice And Enlightenment Of The "Three-type" Governing Party Construction Of Communist Party Of China

Report to the Eighteenth National Congress of Communist Party of China, has putforward the “three-type” governing party for the first time, namely “the construction of anlearning, service-oriented and innovative Marxist governing party”, which is the conclusion ofthe experience on party building under the new trend, as well as the new request of improvingthe scientification of party building. From the view of the environment at home and abroad,the world pattern, influenced by the globalization is changing with the each passing day,besides, a series of domestic challenges, like reform and opening up, market economy, is alsoimpending, therefore, it is the inevitable measure to enhance the “three-type” governing partybuilding as a scientific response to the complicated situation at home and abroad. Consideredwith the development of CPC, the “three-type” governing party building is necessary for thefulfillment of the communist party’s great course, the construction of high-caliber partymembers, as well as the further implement of party building. Because the newly-formedconcept of “three-type” governing party is firstly proposed, under the new situation, by CPCin accordance of the specific national conditions, without any domestic and abroad researchproducts to copy or duplicate, therefore, we should search for a feasible way to innovate onthe basis of the precedent experience. The second part is about the practical meaning ofthe“three-type” governing party building, which focuses on the content and the significantmeaning of the “three-type” governing party. The third part refers to the practice of the“three-type” governing party building of the CPC, here systematically elucidated thehistorical practice in the new democratic revolution period, in the early decades of the founding of PRC, in the period of all-round socialist construction and after the implement ofreform and opening up. The fourth part unfolds the historical indicates of the “three-type”governing party building of the CPC according to the above analysis,which can be dividedinto three aspects, firstly, attaching great importance on learning, arm the whole party with thescientific theory, so as to elevate the theoretical level of party building, secondly, governingfor the people, carry out the work by taking root among the people, consolidate the mass base,thirdly, pushing forward the party building with innovative thinkings, strengthen theinnovative governance.
