Research On The Community Home-based Care Public Services In Xuzhou

Aging of population is an important issue facing our country’s social development.Whether the elderly pension problems deal with correctly which caused by aging, is directlyrelated to the economic and social sustainable development, related to the implementation ofscientific concept of development and well-off society building. It is the consensus that agingin place is the most effective way to solve the problem. So local governments make policiesand carry out home care services actively. But how matters stand and how to continue thepolicy. It needs further study.This article tries to research on the policy of community in Xuzhou to find advantagesand shortcomings. Provide a comparison and reference of Home-based Care Services for othercity. Based on the systematic analysis to the theory of home-based care services policy, we hadinvestigated the situation in Xuzhou city. Summarize the existing problems in thepromulgation and implementation process of policy, such as the policy transparency is nothigh, implementation of the policy is not well, lack of professional staff and the socialsupervision channel is not smooth. Then analyzed the causes of home-based care servicesexisted in these problems. This article draws on the advanced experience of pension aspects inforeign countries and summed up the foreign enlightenment of pension service policy. Finally,the article proposed some suggestions about home-based care services in Xuzhou. Such as toimprove performance of government officers, expanse government financial investment,establish the supervision system and strengthen the service team building.
