The Evaluation Of E-government Information Resources Integration From The Perspective Of Holistic Governance

E-government information resources integration, which in generally, couldcontribute to social justice, open governmental processes, public participation, as wellas the perfect manifestation of governance theory. By resources integration, it canremove the paradox between dispersed resources and extensive public needs forinformation, improving the level of resources utilization, achieving value-addedinformation services, and in these ways, eliminating the information island to thegreatest extent and realizing the integration of public services and the right to know, toparticipate and to supervise.Presently, there is no theoretical analysis, evaluation system or its application onChinese information integration projects. Although integration level had been coveredby the evaluation index systems on national informationization and government portal,as one of the important parts of e-government information resources management, theboost of research and practice of information integration should rely on scientific aswell as comprehensive evaluation index system and evaluation methodology.Therefore, based on the foreign and domestic research literatures on e-governmentinformation resources integration, and from the connotation, the present situation andthe necessity of evaluating e-government information resources integration, this paperdiscussed the theoretical of holistic governance and fragmentation, excavated thelogical relationship between holistic governance and integration, and then analyzedevery element of the evaluation, built the index system on e-government informationresources integration from holistic governance perspective. Finally, to verify thefeasibility and scientificity of the index system, this paper conducted evaluation andresult interpretation on “Nanjing China” website group.The results show that, first, e-government information resources integrationshould not only include the information and service integration, but also the agencyintegration. Second, the lack of governmental agency integration is still a key factorrestricting the overall performance of integration projects. Last but not the least,e-government information resources integration will be helpful to push on themodernization of the national governance system and ability, realize the grand goal ofcomprehensively deepen reform in our country.
