| Since the SARS crisis, as China put more emphasis on administrativeaccountability, the government from central to local, all start to explore the positiveaspects of administrative accountability and responsibility of the government,gradually put administrative accountability towards institutionalization andlegalization, our administrative accountability system has achieved some success.Due to the current speed and varieties of information dissemination, there are avariety of channels to expose social problems, where are the officials who areaccountable going has also got people’s attention, many officials comeback not solong after they are accountable, this makes accountability mere formality, turned intoa "show of accountability", a high-profile reception accountability, a low-keycomeback. This phenomenon proves a great threat to the authority of the officialsaccountability system, weakens the Party’s ability to govern and the government’scredibility, it also impacts the social harmony and stability. This is mainly becausethe back system of administrative officials who are accountable is not perfect. Toprove the back system is a long lasting process that requires systematic and in～depthresearch.The article based on the theory of administrative accountability, studied currentsituation of the back system of administrative officials who are accountable. Theauthor found a lot of flaws and shortcomings on the issue of return. By analyzing thehazards and causes of the problems, the author proposals to build the back mechanismto address these issues, such as assessment, evaluation mechanism, officialscomeback response mechanism, social supervision and control mechanisms,accountability mechanisms for comeback violations; improve the running of backsystem, including actively promote the construction of the political culture, officials`independent commission against, strengthening the sense of responsibility of officialsand civic participation culture. |
