As one of the basic values and concepts in the modern democratic society,the responsible government requires the government respond to the basicrequirements of society and citizens quickly and effectively, do everything whichis based on public opinions and responsible to the people. As a responsibilitymechanism of the constitutional government system, administrative accountabilitysystem provides the system guarantee for the establishment of the responsiblegovernment.Our administrative accountability system started up during the SARSperiod.After then, the government has increased the strength of administrativeaccountability. In a series of major social events, many officials of dereliction ofduty are ascertained where the responsibility lies, which reveals the centralgovernment’s determination to build a responsible government.However,in recentyears, many officials who were called to account have been back again shortlyand quietly,and this phenomenon not only raises wide question and criticism fromthe public and scholars,but also influences the healthy development of theadministrative accountability system.So, think in person:It is imperative to face upto the problems in the process of accountability official’s back,analyse profoundlyof the cause and the damage,set up reasonable official’s back mechanism to ensurethat the accountable officials come back following legal、openprocedure.Therefore,I choose the back system of administrative officials as theresearch object, and hope to have profound theoretical and realistic significance for perfecting the administrative accountability of China.So, on the basic of using the relevant theory、summarizing the views of thedomestic and foreign scholars and analysising of the present situation aboutaccountability official’s back,we research the back system of administrativeofficials from the following four chapters.Chapter One is GeneralIntroduction,which mainly introduces the background and significance ofselecting the topic, literature review,the writing framework and methods. ChapterTwo,we discuss interrelated memory about the back of accountability officials.Chapter Three,based on the practical situation about the back system ofaccountability officials in China,we analyse the problems in the process ofaccountability official’s back, the reasons and the negative influence to the society.Chapter Four, on the basic of summarizing the above,we raise several concertmeasures for the back system of administrative officials.Firstly,we shouldstrengthen the construction of administrative ethics,and build administrativeculture atmosphere full of responsible consciousness; Secondly, strengthening thesystem construction about the back system of administrative officials inChina.This portion consists of perfecting the legal system of administrativeofficials’ back,designing system included back conditions、back position and backprocedures,setting up the competent agencies and recommendationsystem;Thirdly,we need to perfect security mechanism,which containsestablishing the mechanism of a cadre which is ready to work both at higher andlower levels, constructing the Supervising System and building mechanism ofcitizen’s participation.
