Study On The Administrative Enforcement Of Law In Quanzhou City’s Quality And Technical Supervision

Quality Safety concerns the survival and development of enterprises, furthermoreit concerns the basic necessity of people’s life. It plays an important role in stabilizingthe society and enhancing the nation’s image. As government departmentsresponsible for the supervision on QS, Quality and Technical Supervision Bureau isreceiving more and more attention from the public. As an important means to performthe department’s function, Quality and Technical Supervision Administration Lawenforcement is making a lot of progress along with the progressive development ofthe undertaking. However it still exposes some problems during the practices. As themedia exposes various QS problems and major QS incidents from time to time, theauthority and credibility of the department is being questioned..Quanzhou is one of the most economically active cities in the southeast coast. ItsGDP has been ranking first place in Fujian province for14years. Problems ofproduct quality supervision and management triggered by its unique economic modeland industry structure are typical and representative. This article studies mainly thepresent status of the quality and technical supervision of administrative lawenforcement. By using government regulation theory and public service theory asguidance, applying literature research method, empirical research method andcomparative research method, based on clarifying the basic concept and legal basis ofQuality and Technical Supervision Administration Law enforcement, this articleintroduces the progress and achievement of Quality and TechnicalSupervision Administration Law enforcement in Quanzhou, focus on variousproblems such as the weakening of the capacity of the laws and regulations, duplicatelaw enforcement and administrative law enforcement problems. Further analyzing thefour reasons that lead to the problems mentioned above, such as the lag in lawenforcement management system, the poor quality of personnel, the poor lawenforcement environment and the lack of effective supervision of law enforcement.Then by drawing on the experience of quality supervision system of developedcountries and advanced experience from certain regions in China, puts forward thespecific suggestions on improving the quality and technical supervision ofadministrative law enforcement in Quanzhou from four aspects such as the reform ofsystem, strengthen the contingents of law-enforcing, improve law enforcementenvironment and strengthen the supervision of law enforcement.
