The Power Structure Analysis On The Basis Of Reengineering Working Process Of County Government

With the development of the economy, to transform the functions of government,deepen the reform of the administrative system, and innovate the management stylehave become the important target of government reform.As for the problem how to break the inefficient government administrative system,reengineering government working process becomes the important measure taken in thenew public management movement in Western countries. What’s more, domestic andforeign scholars concentrate more on the concept, principles, ideas and other aspects ofgovernment working process reengineering.Therefore, following the “Powerstructure-government working process reengineering-administrative efficiency” thispaper tries to introduce the concept of power structure, analyzes the formation andeffecting factors of power structure, and designs the scheme of reengineeringgovernment process under the guidance of power structure changing.Firstly, this paper introduces the related concepts of game theory and the applicableconditions of different game process, mainly utilizes game theory to analyze theinteraction of each power subject of the county government working process in the roleof longitudinal and lateral dimensions respectively. Also, the longitudinal and lateralstructures of the different power subjects are studied through the game, leading to theeffect of different power on the administrative efficiency.Then, the paper takes the petition working process in Acheng District as a casestudy to analyze the relationship of power subjects in the petition working process andthe effect of the power structure formed on the administrative efficiency.Finally, the paper finds the factors of affecting the dynamic changes of powerstructure, such as the implementation cost, supervision cost, communication cost,coordination cost and so on, and constructs the basic ideas of reengineering workingprocess of county government on the target of improving the administrative efficiencyand in the guidance of the changing the power structures. Combining the status of thepetition working process in Acheng District, the general theory is applied to practice. Bydesigning the scheme of reengineering petition working process, the paper summarizesthe staged achievements of reengineering petition working process in Acheng District.In this paper, by changing the factors of influencing power structure, the scheme of BPR is designed, in hope of improving the administrative efficiency of county governmentand playing a positive role, and what is more, this provides the valuable reference to therelevant research on government process reengineering.
