Since the historical period which is between 1970th and 1980th, the United Kingdom, New Zealand and other Western developed countries began to challenge the traditional model of the public administration. They were trying to break the restraint of the related traditional theory as well as the former management model. Therefore they launched a massive wave of administrative reforms. And the reforms took the "New Public Management "as the mark, forming a lot of innovative ideas. These ideas furtherly promoted more reform practice of the western countries and more other countries. The concept "Seamless government" is one of these new ideas which have deserted traditional bureaucracy. Fundamentally, the new concept is redesigning the entire system, and working according to the process and the results rather than the functions and the departments. Besides, it is conducting a general, thorough reorganization of the former organizational structure and service flow. Our government is also gradually exposed kind of disadvantages, such as the cross-department functions, unfavorable service flow, the ambiguous division of the rights and responsibilities as well as the numerous-management ,etc. These disadvantages would cause the high administrative costs and a big waste of the resources, seriously influenced the effectiveness, timeliness, authority of the management, then definited resulting in the country's economic and social difficulties. Compare to the central and provincial governments, the district government department have more opportunities to face the public, and would have more sensitive to stress coming from the requirement of the public ,such as speed, convenience, efficiency, selection, diversity, flexibility, participation, humanization, etc. Therefore, this paper take the district government as the analysis object, exploring the ways how to learn from the Western theory and practice ,in order to solve the above problems in our administration.In this paper, there are five chapters in total: Chapters I and II simply explain the background and meaning of the study, sort to the theoretical foundation and define the relevant concepts. And from the perspective of theory and practice ,these two chapters focus the analysis on the relationship between the Seamless Government and the Government Process Reengineering, as well as their development models and the applicability of the Seamless Government in our district government.Chapter III analyses the current organization and the present process conditions of the district government, which is also considered as the necessity of structuring the Seamless Government. At present, the relationship between kind of the government departments are far away from clear ,and the divided management of the subsystem departments make the whole flow divided factitiously. Besides, the level of the government integrated management is low, and the Government Process Reengineering of the district government is not enough neither on the aspect of the span ,the depth, nor the width.Chapter IV discuss four cases about the Seamless Government structure and the Government Process Reengineer. They are Hampton city Government in Virginia,USA ;the Forestry ninth district in the United States;the Tax Department in Huaian city, Jiangsu Provice,China ;and the operational approval process of Chengdu Land Bureau of our country.Chapter V discusses how to build a Seamless Government and Government Process Reengineer from three orientation. That is, shaping the organization and structure of district government according to customer-oriented process, setting up the running mode of district government from efficiency-oriented model, using technology-oriented strategy to integrate the district government functions.
