Driven by the new public management movement, government processreengineering tried to be introduced to the basic principle of business processreengineering, which emphasized the government administration model describing“citizen-centralized”,“cross organization” and “seamless” with the use of informationtechnology by innovating process design philosophy and breaking traditional divisionof government responsibilities, in order to greatly enhance government performanceand public satisfaction.So, the great success of Six Sigma Management in enterprise operation attractedthe governments. Meanwhile, some local government departments of China havealready also started using Six Sigma Management to reengineer the governmentprocesses, and have obtained some success. But we must be acutely aware of the needof more scientific research about the feasibility, applicability and tool selection on SixSigma Management used in Chinese government departments.Under this background, the paper takes the simultaneous approval for enterpriseestablishment in Shanghai as an example. Firstly, the paper finds the opportunity forimprovement of Six Sigma Management, by introducing the concept of customersatisfaction and establishing customer satisfaction evaluation index system ofsimultaneous approval for enterprise establishment in Shanghai,which using the.Secondly, the paper improves the inadequacy by using of the DMAIC model to get the good results of upgrading the process capacity to conform customer satisfaction andpursuing continuous improvement. To summarize, the paper gets the benefits asfollows:1) The paper analyzes the limitation of Six Sigma management directlyimplementation on government process reengineering, and presents a key link“project selection of Six Sigma management” to expand the scope of application ofSix Sigma management.2) The paper develops the tool of Six Sigma management, firstly usesConfirmatory Factor Analysis (CFA), Analysis of Hierarchy Process method (AHP),Fuzzy Comprehensive Evaluation and Petri net theory and so on to do empirical studyand pursue continuous improvement.3) The paper also expands the separation of theoretic analysis and demonstrativestudy when the former research literature used DMAIC model to reengineer thegovernment processes. The operation of using DMAIC model to reengineer thegovernment processess is indicated in detail by the paper, combinatively appliedtheoretic analysis and demonstrative study.
