In the historical developing process of China’s reform, the Party and governmentplay subjective roles. Nowadays, China’s reform has undergone profound changes inthe new situations of the Party, the world and our country. Meanwhile, it has faced agreat deal of difficult tasks or challenges. It is high time to build a well-qualifiedcontingent of cadres, so as to improve the governing level of leadership and theadministrative capability. Therefore, one of the important and necessary strategicmeasures is to strengthen the official ethics education at all levels and improve theirpolitical virtue.Rule of virtue has been the ancient Chinese political mainstream model sinceancient times, leaving a rich educational heritage of the official ethics education.Through deeply analyzing the contents and ways of implementing the ancient officialethics education, this thesis based on its intrinsic mechanism and reveals thereferential significance of the ancient official ethics education for the new era cadres.First of all, this thesis analyzes the contents of the ancient official ethicseducation system. Since the Emperor Wu of Han advocated the “Confucianism as theorthodox state ideology”, Confucianism has become the orthodox ideology of thefollowing ancient Chinese dynasties. Complying with it, the official ethics educationalso regards the Confucian classics as its contents. In this thesis, the author points outthat the ethics of cadre, the codes of ethics and the moral conducts constitute theancient official ethics education system. The ethics of cadre is the soul and guidelinesof ancient official ethics education and maintains the essential content of ancientofficial ethics education. The so-called ethics of cadre is a kind of occupationalmission or pursuit of responsible value which aims to train officials establish theoperation of the monarchies system and improves the smooth progress of thesmall-scale peasant mode of production. Specifically speaking, it contains thecontents of “the status of ethics is higher than the monarch”“help monarch with theethic”“allegiance to the monarch” etc. The official ethics and the moral conducts are concrete manifestation or necessary complements of the official ethics. This articleanalyzes from the five aspects of loyalty, fairness, integrity, comfort and carefulness.Furthermore, this thesis analyzes the basic features of the Chinese ancientofficial ethics education. The official ethics education aimed to educate cadres whowere suitable to the development of social production and effective to themaintenance of the autocratic centralization system at that time. That is to say, thecentral value orientation of the official ethics education is to take the imperial poweras the core, highlights the justice and the virtue morals.The third chapter mainly concerns on the ways to expand the implementations ofancient official ethics education and finds that the official ethics is not a born qualityof the cadres, while it comes from perseverance official ethics education training. Thenetwork of official ethics education in ancient times is well developed, such as,Confucian education before the cadre working, the monarch’s inspiration anddemonstration of political ethnics, the officials’ performance appraisal system as wellas the official proverbs, home training, self-education and any other ways.The last chapter arrives at the enlightenments of the ancient official ethicseducation. At first, it analyzes intrinsic mechanism of the ancient official ethicseducation. The society is the parent of a country and continuous source for a nation tosurvive. When the country effectively implements the political domination and socialmanagement functions, it can maintain the normal mode of production and survivecontinuously. Meanwhile, the implementation of these functions relies on the officialswhose duties are aims to fulfill theses functions under certain conditions in a certainpolitical system. Therefore, the core value of the official ethics education is tomaintain the normal mode of production and operate the political system in specifichistorical conditions. In addition, the author analyzes ways of implementing the ethicsof cadres in new era. What’s more, the official ethics and the moral conducts in newera are also provided. The last but not the least, the author expounds the ancientChinese official education for supplying the construction of the new era official ethicswith useful references.
