The education and training of cadres constitutes an important part of party construction. In October 2015, the CPC Central Committee issued the Byelaw of Cadre Education and Training which explicitly pointed out that the good cadre standard put forward by President Xi Jinping – "firm conviction, serving the people, being diligent and pragmatic, dare to assume responsibilities and being honest and upright" shall be abided by strictly to do better in cadre education and training, which is an obvious evidence that the ethical education and training is of utmost importance for cadre education and training. Therefore, it is of great theoretical and practical value to make a research on cadre education and training from the perspective of administrative ethics.This thesis firstly teases the history of cadre education and training by applying literature investigation, historical research and other approaches from the perspective of administrative ethics. Through such dimensions as the objects and targets, the organizations, the form, the content and the actual effect of education and training, this thesis makes a concise review of the development process of CPC cadre education and training in the New Democratic Revolution Period, in the Socialist Revolution and Construction Period, in the New Reform and Opening Up Period and other periods. Under that basis, this thesis extracts the historical experiences of cadre education and training from the perspective of administrative ethics which includes: adhering to the ethical value guidance of Marxist, guaranteeing the content of cadre education and training to advance with the times, placing great emphasis on the ideological and moral education of cadres. In addition, this thesis also makes a summary on the shortcomings existed in the process of cadre education and training which mainly includes: the lack of pertinence of education and training targets, the content being too abstract and theoretical, the form being stiff and inflexible, the mix of ideological and political education with ethical education and training, the neglect of education and training in organizational ethics and administrative ethics, the lack of training effect evaluation and feedback, etc. The above historical retrospection on cadre education and training provides theoretical foundation and practical reference for domestic cadre education and training development. Secondly, through practical survey on cadre education and training from the perspective of administrative ethics, this thesis pointed out that the lack of ethics in cadre education and training has raised realistic demands for cadre education and training work. The new development trend of ethical education and training has raised new requirements on cadre education and training. The modern development of administrative ethics indicates the new directions for domestic cadre education and training. At last, this thesis puts forward the strengthening strategies creatively of teachable administrative ethics and practical education and training", which includes: adhering to the principal of "classified education and training", strengthening the pertinence of administrative ethical education and training, insisting on the educational concept of "teachable ethics", innovating the content and form of ethical education and training, sticking to the assessment approach of "dynamic evaluation", deepening the performance assessment of administrative ethical education and training, etc.
