Threaded by The Second Afghan War, this paper aims to generalize Afghanistanpolicing reform which is divided domestic-oriented and foreign-oriented by2005Constitution of Afghanistan. Meanwhile, trying to experience the reform in police roleand providing feasible solution to those problems are also priority of this paperThis paper has four chapters. Emphasis is put upon Chapter1.Chapter1is the generalization of Afghanistan Policing Reform. Absorbing theessence of policing reform theory, generalization will be paralleled byforeign-oriented and domestic-oriented. Specifically, foreign-oriented reform includespolicing education reform by German, judicial reform by Italy, drug enforcementspolicing by Britain and DDR by Japan. Domestic-oriented reform includes customarylaw reforming, establishment of APTC and policing system of Afghan.Chapter2is the feature of Afghanistan policing reform. Afghanistan policingreform has three features which include dependence upon foreign financial support,contradiction between modernization and tradition, conflicted by complicated ethnicgroup.Chapter3tries to systemize the plight of Afghanistan policing reform in thethoery of police role. Externally and internally, this chapter will reveal the source ofAfghanistan policing reform plight. Occupation hazard, education of police, lowsalary and recruitment plight become the consequences of police role misacted,specifically, paramilitary role. Fundamentally, miscasting of Afghan Nation Police iscaused by interests of western world.Chapter4yearns to the future of Afghanistan policing reform and some plausiblesolution to current plight which includes three points. Back to community is the firststep which is the direction of reshaping police role. Army-police-elite teams will builtin recent years for alleviating disorder. Furthermore, the key to success of Afghanistanpolicing reform is use customary methods to solve the problems caused by custom.Early reformists advocate pure west policing. Somehow low effectiveness proves customary policing reform is the best way to allay tense between reform and custom.Among all these tries, Arbakai policing is the very best.
