The Study Of Innovation Of Social Management System For Migrant Workers In The View Of The Overall Planning Of Urban And Rural

With the continuous deepening and expanding ideas of coordinating urban-rural, waves of migrant workers take advantages of this opportunity and swarm into cities and towns. Up to now, the number of migrant workers in China has reached as much as253million. Accordingly, It has also brought a wave after a wave impact to the social management system of our country, and our social management system for migrant workers has also experienced series of transformation from planning control to promoting integration, administration leading to cooperative management, and limitation to service. However, subjected to system,concept, technology and other factors, social management system for migrant workers has been in deep trouble. During the17th CPC Natinal Congress, President Hu Jintao put forward " Improve the scientific level of social management solidly ", and to realise this goal, it has to jump out of social managenment system, which is also the common sense in social management practice for migrant workers since the12th five-year plan. What means "jump out"? It is to put the social managenment system into the background of coordinating urban-rural to solve, to innovate, and truly realise "as the medicine took effect".Former president Jiang Zemin once said:Innovation is the soul of a nation’s progress and the unceasing power of a country’s prosperity. Mr. Lu Xun also said:Same in dissatisfied with the status quo,but means of breaking it are different:one is innovation.and the other is antiquisation. Two predecessors maped out the importance of innovation at the same time.From the macro level, innovation is a strong guarantee to stand rock-firm in the family of naions;and on micro terms, innovation is the essential difference between genius and genius.This paper is just to do some brief analysis based on problems exsisted in the current migrant workers’social management, and tentatively discuss and analyse how to improve the social management system and service in the background of coordinating urban-rural.The whole paper can be divided into four parts:The first part is the introduction. It mainly gives a systematic comprehensive analysis on innovating the realistic background and sigificance of migrant workers’ social managenmet system under the background of coordinating urban-rural, makes a brief summary in the research status of both at home and abroad,defines coordinating urban-rural, migrant worker, social managenment, social service and other related concepts, and clasifies research ideas and innovative points of this paper.The second part is reviewing the process of coordinating urban-rural, which includes two parts:One is the real motivation of the coordinating urban-rural thought development, the other is providing clear pratical soils for innovated research in migrant workers’social management system.The third part is about China’s migrant workers’social management problems and system sex reason analysis. It mainly Focus on the analysis of current migrant workers’ social management problems under the background of coordinating urban-rural, from the four aspects that migrant workers are troubled by double labor standards and considered as low cost source power in city’s fast development process, migrant workers’spiritual and cultural life is in "islanding",and their social service share is in "unequalization".Meanwhile, it has also laid innovated foundation for innovating China’s social management system. At the same time from social policy deviation, migrant workers social management mechanism are not mature, migrant workers rights have not been effectively institutionalized expression, social security institutional discrimination still exists, the gap between city and countryside concept, two yuan of census register system still exists in three aspects to the above four questions do targeted system analysis.Designed for the innovation of social management system of China’s migrant workers lay a necessary innovation foundation.The fourth part is the inovation strategy discussion of social management system for China’s migrant workers under the background of coordinating urban-rural.On the basis of problems existed in migrant workers’social management of social service public system, It specifically make some discussion and analysis in migrant workers’social management system and service.The innovation of this paper is:Its perspective of the selected topic is original.The17th National Congress of CPC points out to bulid a more sound social management system.As the power source of a sound social management system, the social management system innovation is destined to began being payed attention to. Nowadays,migrant workers pour into cities and make the original urban-rural dural structure more prominent. Whether it can conduct effective social management on waves of migrant workers,directly determines the innovation process of the social management.This paper focuses on studying the innovation of social management system first under the background of coordinating urban-rural, by using "Push and Pull Theory"and " New Public Service Theory" as the theotetical guidance, adopting the way of combining theory and practice(theory guides practice, practice tests theory), and doing analytical studies with the help of empirical analysis(macro statistics analysis, case studies). And incisively analyses status and problems in social management for migrant workers. It just hopes to provide some reference to the construction of innovated social managenment system for migrant workers.
