Migrant workers are an inevitable and unique social phenomenon appeared in Chin a’s urbanization process, and their generation is closely related to the transformation of China’s economic society. injecting new vitality to the rapid development of China’s urban and economic. Meanwhile, the transiting of a large number of migrant workers from agriculture has become the huge driving force to proceed with the structural reform of urban and rural and break the binary structure. However, since the long-term influence of urban-rural dual system and the reform lag of related supporting systems, migrant workers are in an embarrassing state of "dual status as workers and peasants", and can not enjoy the same rights as urban residents and share equal outcomes brought by the socio-economic development. With the structural differentiation of migrant workers and the rise of new generation of migrant groups, various defects of social management systems are more prominent. The household registration system of dual segmentation artificially divides the urban and rural population into unequal strata, namely "agriculture household" and "non-agricultural household", "permanent residence" and "temporary residence". The differential treatment of different households is the system root that causes the identity discrimination of migrant workers. The urban-rural dual employment system has limited the employment scope and employment compensation of migrant workers, which causes their unequal treatment. What’s more, the deletion and softening of social security systems also cause illegal suffering for the rights and interests of migrant workers, becoming a prominent issue of building a socialist harmonious society that is in urgent need of solving.In recent years, the Chinese government has had a significant adjustment on the social management system of migrant workers, continued to carry out institutional innovation, and gradually transformed the management mode into safeguarding interests and service. Although many reforms are just the beginning, not comprehensive and even partial, the innovation of social management system for migrant workers has become a trend, and will become the most urgent problems that the Chinese government needs to solve in new era. These innovation systems include: innovating the household registration management system to unify the households of urban and rural areas and change the identity discrimination of migrant workers; innovating the social security system to improve the protection of rights and interests of migrant workers and soften the status of unbalanced projects; innovating the employment system to break the urban-rural dual employment system, so that migrant workers and urban residents will enjoy equal employment opportunities and treatment; innovating the land management system to clear land rights and ensure that the rural land of migrant workers can be fair in circulation.In a word For the social management system innovation of migrant workers, Chinese government should adhere to unified direction, categorical implement, gradual reform and integral promotion.
