Left-behind children in rural areas are a special product of urbanization.They may face many difficulties and challenges in their growth,among which the education of left-behind children has aroused widespread concern in society.This paper studies the problem of government service for the education of left-behind children in rural areas,which belongs to the research category of public management.Based on the theory of educational equity,new public service and contingency theory,it adopts the methods of literature research,interview survey,questionnaire survey and field observation.The research focuses on the relevant theoretical issues of the government service for the education of left-behind children in rural areas,the current situation and existing problems of the government service for the education of left-behind children in Area T,the causes of the problems and the countermeasures to solve them.The education of left-behind children in rural areas is an important part of the government’s public service.The central government has repeatedly emphasized strengthening the education of left-behind children in rural areas.It is clear that it is necessary to improve the level of the government’s public service in rural areas,promote the overall coordinated development of urban and rural education,implement in-depth plans to improve the quality of education for left-behind children in rural areas,and constantly improve the care and service system for left-behind children in rural areas.The research on the government service for the education of left-behind children in rural areas is of great significance to the implementation of the central spirit,the improvement of the education status of left-behind children in rural areas,and the overall reform and development of national education.In the relevant theoretical research on the government service for the education of left-behind children in rural areas,the government has an important role and an inescapable responsibility in the education of left-behind children in rural areas.It has an obligation to protect their equal right to receive good education.The government service should select the most suitable management mode and service method according to the actual situation,and do a good job in the government service for the education of left-behind children in rural areas.In the empirical study of the government service for the education of left-behind children in rural areas of T district,from the aspects of guiding family education,supervising schools and creating social environment,it is considered that the government service for the education of left-behind children in rural areas of T district exists such problems as insufficient attention to the education of Left-behind Children in rural areas,inadequate understanding of the service content,unclear responsibility subjects,imperfect management mechanism and inadequate financial support.Then the reasons for the problems are as follows: hindered by the present situation of education for left-behind children,specifically the complexity of education for left-behind children and the barrier of urban-rural dual education system;influenced by traditional government service concept,it is manifested by backward public service concept and lack of systematic government service consciousness;restricted by economic and social conditions,it is manifested in the uneven development of urban and rural economy.Heng,the impact of adverse social environment.In view of the problems and reasons of government service for left-behind children’s education in T district,this paper suggests the following aspects: first,to establish a correct concept of government service,to clarify the main body of government service responsibility,to understand the basic content of government service,so as to attach importance to government service for left-behind children’s education.Secondly,through improving the relevant supporting policies and regulations,promoting the reform of urban and rural education system,increasing local financial input to standardize the management mechanism of Left-behind children’s education.Thirdly,we should implement the home-school linkage boarding system,develop the economy,eliminate the gap between urban and rural areas,and guide migrant workers to return home for employment,so as to play a leading role in government services.Fourthly,the government service mode of Left-behind children’s education is innovated by establishing the database of left-behind children in rural areas,building the network information service platform and establishing the education home for left-behind children in rural areas.Provide reference suggestions for the government to truly solve the problem of education for left-behind children. |
