After independence, India began to build modernization. This caused a great change of social structure, and a series change of political party system. Among them, the rise of regional party under the background of pluralistic society was very conspicuous. From the early independence, the political party system was Congress of one-party dominance system; to80s period, political party system was parties’coalition and government coalition, then to1999and later, political party system tended to be stable mild system. Regional party showed strong growth force in the political party system transformation, and had become an integral part of Indian politics political. But the rise of India regional party was under the background of pluralistic society. This pluralistic society was diversity and heterogeneity. Modernization of India broke traditional economic, social and religious level closed society structure. By the social transformation of social structure change, acting all sorts of new social group was born, as well as developing new social consciousness of the original social groups. This was a solid social foundation of the rise of the regional party. At the same time, federalism and single selection relative most representative election system help to set up a good system framework and the political environment for regional party, with pluralistic society linkage constitutes the political factors besides the economic and social factors.This paper is based on analysis of1951-2011Indian Lok Sabha and local elections statistical data. The second chapter and the third chapter are the context of rise and development of regional party. From1951to1989, regional party developed slowly.1989and later, regional party began to rise. The fourth chapter focuses on the reason of the rise of regional party under the background of pluralistic society. One reason is the influence of social change to the regional party. Second reason is relations of Indian political system arrangement and regional party. Study the regional party behavior and role in this process, and finally form the social-system-party role complete logic chain. In the last, there are some thought to political principles for the rise of regional party under the background of pluralistic society. Put the problem that can continuous to the rise of regional party? The answer is yes. In the foreseeable future, regional party will go on rising and developing.
