Exploration Of Evaluation System Of After-legislation Of Local Regulations

The construction of socialist legal system with Chinese characteristics has been more than30years, as the system becomes more perfect, focus of attention of law circles gradually shifted to how to improve the quality of legislation. The evaluation system of after-legislation is one of the important means to improve the quality of legislation. At present, the local peoples congress are mostly in the exploration of evaluation system of after-legislation of local regulations, some provinces and cities have done some exploratory work, which have great significance to improve the quality of local regulations. At the same time, we cannot deny that, the exploration is still in the initial stage and cannot be very good to complete the local regulations of standardization, rationalization and other aspects of the request and cannot make this kind of exploration become a normal state of the system. This situation is far from what we want to achieve. The purpose of this paper is to discuss some important problems of the evaluation system of after-legislation.The first part briefly expounds the concept, characteristics, contents and necessity of evaluation system of after-legislation of local regulations;The second part expounds the present situation and existing problems of evaluation system of after-legislation of local regulations;The third part expounds the historical evolution, present situation and enlightenment of the evaluation system of after-legislation of the United States, Britain, Germany and other countries;The fourth part expounds the subject, object, content and process of evaluation system which need continuous improvement.
