With development of social civilization, finding suitable jobs for vulnerable groupshas become the social focus. However, as the weakest group of disadvantaged mass, theemployment of people with mental disability fills us with dread. Due to loss of brainfunction, taking up an occupation bristles with difficulties for this group. They have notonly obstacles to learning, interpersonal communication and social adaption, but alsoobstacles to vocational and professional skills. In recent years, Suzhou takes a series ofmeasures to foster full employment of mentally deficient people who has labor ability andjob demand. In the market competition mechanism, the mentally handicapped are veryeasy falling victim of it. Therefore, enhancing their personal ability is very important.Inaddition, the pursuit of “efficiency” in the realistic society, people with intellectualdisabilities also need family, community, non-governmental organizations, governmentand social concern.Traditional Problem Based Prospective ignores potentialities of this group, especiallystudents in schools for the mentally disabled people. Modern Advantaged BasedProspective considers that abilities of these low-level disabled could be improved. Forpeople with intellectual disabilities,“blood transfusion” help with post setting andmaterial assistance can not solve the employment problem fundamentally, and even inducetheir lazy thought. Therefore, relevant parties should pay more attention to the “bloodcreation”, including employment guidance, occupation skill training and other technicalassistance to promote the capability of the mentally handicapped. Providing employmentassistance for this group, XiHan Teahouse boost their full employment by means ofstrengthening work related and environmental supportive ability.Xihan Teahouse is a sheltered and supported employment program for intellectualdisabilities. Based on Empowerment Theory, this study analyses potentialities of its maintargets and states its employment assistance service from three practical intervention aspects of Empowerment Theory. This is succeed by effectiveness analysis and reflectivethinking of XiHan’s service. Consequently, putting forward suggestions from the view ofsocial work to employment assistance services on a wider scale. Quantitative andqualitative research methods is used to research service in XiHan deeply androundly,including interviews, participant observation, and questionnaire investigation. Thestudy find that individual empowerment in XiHan reach some considerable achievements, such asdaily life and occupation skills enhancement. However, its service is short ofinterpersonal-level empowerment. To some extent, its existing assistance is prejudicial tothe intervention bewteen service object and other related group. At the same time, Xi HanTeahouse takes advantage of the special school and volunteers. Moreover, the public hasbecome accept and recognize these people. However, professional social work services andintegration of social resources also need to be improved.
