A Research In Delivery Predicament Of Disability Employment Assistance Services

Social security and social services for the disabled are playing an important part in the cause of the disabled in China, which is of great significance in maintaining social stability, improving the quality of life of persons with disabilities, and promoting social participation of them. The disabled is a vulnerable group with special difficulties, whose employment is not only the core issue of social security for the disabled, but also a social problem paid close attention to by the disabled and their families. Implementing effective employment of the disabled covers the need of improving the life quality of the disabled as well as constantly completing the social security system and social service system for them.This paper attempts to base on the needs theory of social welfare perspective and empowerment theory, to take the method of literature research and field research, with Shanghai "Sunshine base" practical actions, based on the current situation of persons with disabilities in employment assistance services to sort on, in order to explore the implementation patterns of employment assistance services for the disabled from three aspects of supply of services, delivery of services and consumption of services, and meanwhile to examine the institutional barriers in service supply process, resource depletion in service delivery process and information barriers in service consumption process. Study found that there is a supply and demand contradiction in employment assistance services for the disabled. Through further research we will find that institutional barriers lead to deviation of the service target, making the service provision difficult to meet the real needs of the disabled; resource depletion causes difficulties to effectively delivering services, information barriers block the disabled from experiencing the satisfactory service. On the basis of the analysis of delivery predicament of employment assistance services for the disabled, I believe that social deficiencies and lack of empowerment may constitute the interpretation framework of low quality of the current services. The development of employment assistance services for the disabled need a sound policy to ensure in the first place, followed by a rich resources of media, and finally an efficient support to stand by. Under the current economic and social system, the action logic of one led and multi-stakeholder involvement could probably promote the structural development of employment assistance services for the disabled. However, achieving empowerment in the aspects of such ways of institution, resources and information, will be further promote the social welfare level and the well-being of the disabled.
