The Logical Of Administrative Units Working In Transitional China

Based on the case study of a voluntary detoxification center, this paper describes the daily work process of this voluntary detoxification center through the Participant Observation, Statement Analysis and Literature method in order to reveal the logic of work of the different groups in administrative units under the effect of Path Dependence in the transitional China. The paper admitted that "unit" as an institution holds together the country, unit and the individual. The study on the structure of unit during social transitions helps clarify the interrelations between the structure and practice and the individual and society in the first part. The second part provides an overview about the development process of the "unit system", and summarizes the foreign scholars’theoretical and empirical research of the "unit system", relates the development status of the voluntary detoxification center. The major part of the article deals with the specific cases of the grass-roots curriculum, voluntary detoxification center activities and emergencies; this article makes a concrete analysis of the decision enforcement, actual effect and mobilization unit members in the process of work from different views. Then the author contrasts the Path Dependence and evolution track of unit system" in today’s transitional China, revealing the logic of work and behavioral strategies of different interest groups behind the surface of the events in the unit. The last part of the paper first confirms the active effect that the government-led voluntary detoxification center want to be more professional, and then points out the unit system as a social structure constrains the reforming power on such institutions, and makes some proposals for the voluntary detoxification center, and discusses the direction of organizational reformer.
