The overall layout of the socialist cause in China characteristics and building a well-off society mission requirements, community construction has become the construction and modern socialist country, the internal demand and irreplaceable part in building a harmonious socialist society is extremely important. Community cells as the city is an important part of social organism, but also the party and the government control of public opinion, social demand, supply of forward position of social management plays an important role in the harmony and stability of the city development process.The community as the terminal power party and government management society, front platform people’s participation in social management, to bear the increasingly heavy grass-roots management, service, administration and public management affairs. With the current economic and social development and people’s increasingly diversified demand does not adapt traditional borne by the street, community work task management, urgent need for reform and innovation of management mode and the management system of community. At the beginning of2012, through the unremitting exploration, study and careful preparation, Hohhot officially launched and efforts to promote community gridded management, the passive service, previous rough management into active service, fine management, in order to "group services, grid management" this concept to reform the traditional management pattern, and realize the effective the integration of community resources, improve the functions of the community to strengthen and improve community services. The implementation of community grid management, the community work face take on an altogether new aspect, to change the style of work, improve work efficiency, through the refinement of management, optimization of community service, timely resolve contradictions and disputes, to ensure the safety of defense, standardize the petition order, so that community residents enjoy a civilized and harmonious atmosphere in the community. Both the community neighborhood committee staff, and community residents are feeling the grass roots social management and service level, but also there are a lot of problems:such as community management responsibilities unclear, insufficient capital investment, professional technical management personnel is not enough and the lack of participation of social organizations etc..There are four parts in this paper, through literature analysis, comparative analysis, case study method, study the current Hohhot Xincheng district community gridded management present situation, analyzes the existing problems and reasons, put forward to improve the community staffs efficiency and management level, the establishment and improvement of the evaluation and incentive mechanism, encourage social organizations and community residents to participate in community building and perfecting community gridded management countermeasures and suggestions, to improve resource utilization and information sharing rate, so that the community management and service more convenient and efficient, so as to achieve the effective integration of government public management and local residents autonomy and harmonious interaction.
