Construction and development of small towns is the inevitable result of continuous development and progress of human society, but also an important symbol of modernization. In the course of socialist modernization, construction of small towns has an important strategic role in planning urban and rural as a whole, getting rid of urban-rural dual structure, narrowing the gap between urban and rural areas and building a new socialist countryside. In small town construction, the township government as a leader and manager is very useful for designing town, improving people’s livelihood and other aspects of infrastructure, but at the same time there are also defects of irregularities government behavior, which are closely related to the characteristics of small town and government management concepts and methods. Consequently, in-depth analysis of the behavior of the township government defects and their causes, and then exploring the township government measures to regulate behavior has important theoretical and practical significance.This article, firstly, defined the concept of small towns, and then outlined the strategic significance of small towns, secondly described the characteristics of the behavior of the township government and its role in the construction of small towns. By analyzing the role of the township government, the defect of the township government behavior and its impact in the small towns were summarized. Finally, to consummate the township government action in the western small towns, this article selected township government behavior in small town construction in Western developed countries, analyzed and learned from the successful experience of its significance for our country, and gave some suggestions of regulating township government behavior.
