The Research On The Functions Of Township Governments In The Construction Of Creating Characteristic Towns Of Qixian Town Henan Province

According to the report of the 19 th National Congress of the Communist Party of China,to build a modern economic system,we should first innovate the development concept and economic model,and the construction of characteristic towns is a new attempt to innovate the urban-rural integration development mechanism.General Secretary Xi also made important comments during his inspection in Zhejiang: "the construction of characteristic towns has great potential.Accelerating the construction of new urbanization is of great significance for economic transformation and upgrading." In this context,characteristic towns drive the transformation of regional industries,promote the integration of industry and city,and innovate system and mechanism to provide direction for urban and rural economic development.Since2014,all parts of the country have actively participated in the construction of characteristic towns,and now 403 characteristic towns with various industrial models have been completed.In the process of characteristic town construction,the township government plays a positive role in guiding.Especially in the early stage of characteristic town construction,the government should improve the corresponding supporting infrastructure to create a good development environment for the multi-agent participation in the construction of characteristic town.At the same time,the township government should let the market lead the operation of Characteristic Towns after completing the corresponding infrastructure.The development focus of characteristic town is that the characteristic is not the town.The government should find the characteristic road of characteristic town development.Compared with foreign countries,the research on the construction of Characteristic Towns in China is relatively late,and there is not enough experience for reference,so some problems will inevitably be encountered in the process of the construction of government characteristic towns.Therefore,it is necessary to study the function performance of the government in the construction of characteristic towns,and formulatecorresponding optimization measures.This paper first introduces the background of the topic,the significance of the research and the research status of the government function performance in the process of characteristic town construction at home and abroad.Then it expounds the functions of township government and the core concepts and basic theories of characteristic towns.Then combined with the current situation of the construction of Qixian town and the performance of the government functions in the process of construction,the paper points out the existing problems and analyzes the reasons.Finally,based on the experience of the construction of Characteristic Towns in other areas at home and abroad,the paper puts forward the optimization me-asures for the performance of the functions of Qixian town government,which provides a reference for the construction of Qixian town and a theoretical basis for the construction of Qixian town.
