Research On Government Behavior In The Development Of Small Towns With Tibetan Characteristics

At present,China vigorously promotes the construction of small towns,creating opportunities for the development of small towns in Tibet.As the link between the rural areas and large and medium-sized cities,small towns can realize the overall development of urban and rural areas,and play a very important role in promoting China's economic and social development.The 19 th national congress of the communist party of China put forward the strategy of coordinated development among regions and put it into practice.General secretary Xi Jinping pointed out in the report of the 19 th CPC national congress that socialism with Chinese characteristics has entered a new era,and unbalanced and inadequate development is particularly prominent.It is extremely urgent to focus on high-quality development of urban-rural integration.Lunang town is one of the first demonstration sites of small towns with characteristics in Tibet autonomous region and the third batch of comprehensive pilot sites of national new-type urbanization.The construction of lunang town with characteristics has begun to take shape after several years of construction,and it has the value and representativeness of research.By LuLang characteristic town development present situation and existing problems of research and analysis,can better to explore how to combine the Tibet special geographical,ethnic,cultural,political,and other factors,create a new path of urbanization with Chinese characteristics,the Tibetan characteristics,pilot developed has local features and ethnic characteristics,the characteristic of the era characteristic of small towns.Developing small towns,promoting the urbanization process of agricultural and pastoral areas,and constantly optimizing the government's behavior in the development of small towns with characteristics are important ways to realize the new-type urbanization in Tibet autonomous region.The construction of small towns with Tibetan characteristics is still in the initial stage.Local governments are the managers of local resources and the concrete implementers of the central policies.They play a major role in the construction of small towns with Tibetan characteristics and play an important role.This paper in-depth study about the characteristics of small town construction and development at home and abroad and the government behavior,on the basis of relevant theories and practical experience,combining with the actual situation of Tibet autonomous region,with LuLang town as an example,probe into the current LuLang development present situation and the analysis of the characteristic of small towns development in the town of government behavior,in order to put forward the measure of optimizing characteristics of small cities and towns government behavior,to improve the quality of LuLang characteristics of urbanization in the town of the Tibet autonomous region features of small cities and towns to provide some reference value.This paper is divided into six parts: the first part is the introduction,which mainly includes four sections,including research background and significance,research content and framework,research methods,research innovation and deficiencies.The second part is the theoretical basis and research both at home and abroad,the third part expounds LuLang general situation of the basic characteristics of small cities and towns and the development present situation,the fourth part from the three aspects of political,economic and social management LuLang characteristics in the development of small cities and towns government behavior analysis,find out LuLang problems existing in the township government behavior,the fifth part from the political,economic,social management three aspects puts forward optimized LuLang characteristic of government behavior in the construction of small towns.
