Villager autonomy system is a grassroots democratic system. By using this system, the country can rebuild rural society and gain steady legitimacy in rural areas. Since its implementation, the state has issued a series of policies and regulations to ensure its smooth implementation. Its practice also greatly promoted the implementation of grassroots democracy of our country, injecting new vitality to the construction of China’s political democratization to some extent. But the political democratization is a long and complex task, in order to full implementation of democracy at the national level, we need to attach importance to the construction of rural grass-roots democracy, especially in the smooth implementation of villager autonomy system. Therefore, it is really significant for the improvement of grass-roots democracy to fully understand and analyze the performance and embarrassment and difficulties encountered in the process of its implementation.However, in the current practice of villagers autonomy, the development of grassroots democracy has been hampered by several factors, including economi c, political, cultural, etc. The factor of cultural as a psychological level, it will be long-lasting. Therefore, it is becoming a meaningful work to analysis the h inder encountered from the cultural dimension. Farmers is the widest participati on group in village self-governance. The political culture of this group, that in eluding political awareness, political emotions and political value, is closely rel ated to the implementation effect of the villagers’autonomy. Their political bias arising from the cognitive, the identity duality of political emotional, the politi cal authoritarianism and materialistic values all will generate constraints on the the villagers’autonomy. Therefore, to understand farmers’ political cultural and psychological trends deeply is essential to maximize the efficacy of villager a utonomy. This article is based on this consideration, focusing on the practical a nalysis of villagers’ autonomy from the perspective of peasant political culture, to explore the measures of eliminating the negative impact of of peasant politi cal culture, so to protect the villagers’ autonomy and promote grassroots democ racy development.In the construction of a new socialist countryside, the political culture of the peasant has also changing. Measures need to be taken to guide farmers truly willing to participate in democratic elections, decision-making, management, supervision to show autonomy from the dominant position. Specific to the typical characteristics of contemporary political subcultures in rural areas and its constraints on the villagers’ autonomy, this article put forward measures to eliminate the negative impact of farmers’political culture, that is from strengthening grassroots democracy and legal system construction, scientific governance farmers political socialization process, and consciously cultivate civic awareness level of farmers to promote the development of rural grass-roots democracy.This paper is divided into four parts:the first part is the background, current research, research methods. The second part briefly sort out the relationship between culture and democracy theory and practice of politics and political (sub) culture in shaping and changing. The third part from three aspects, that is political awareness, political emotions, the political value to analyze the typical characteristics of farmers and political subculture and its negative impact on the practice of villagers’autonomy, this is the important part of the paper. The fourth part puts forward measures to eliminate the negative impacts of the political subculture and promoting grassroots democracy, mainly from the strengthening grassroots democracy and legal system construction, scientific governance the process of political socialization of farmers, cultivate farmers’ civic consciousness.
