The Studies Of Corruption Prevention About Government Functions Transformation

Since the18th CCP, our party and state put anti-corruption on the agenda again.At the same time, the new center leadership dealt with a number of corruption cases.The existing anti-corruption strategy is mainly manifested as institutionalanti-corruption, moral anti-corruption and social anti-corruption. In the process ofanti-corruption, transformation of government functions in effective ways isundoubtedly a significant issue. In the article, the government still holds the main rolein anti-corruption. Transformation of government functions is reducing managementin market and public services, reduces the chances of corruption in government andstaff who own the authority, and achieves mutual restraint and relative balance ingovernment, market and society. Meanwhile, we should focus on the establishment ofpunishment and monitoring mechanisms in government function transformation. Onthis account, the authority of government function will be maintained.This study is divided into four specific parts. The first part is an introduction,mainly introduce the significance and research background of government functiontransformation under the perspective of anti-corruption. In order to get moreinspiration and reference, this study makes some summary of literature at home andabroad and simply introduces the research methods and content. The second partincludes three aspects. First, it interprets and delimits basic concepts aboutgovernment function transformation in corruption prevention, such as theconnotations and traits of corruption, anti-corruption, government functions andgovernment function transformation. Second, it arranges and introduces theoriesrelating with government function transformation in corruption prevention. Such asthe theory of Economic man hypothesis, Power Rent–seeking, Government failureand Government Transformation. The serious of theories establish the foundation ofthis research. At last, it introduces the value appeal of government functiontransformation in corruption prevention under the background of current era. Thethird part mainly introduces the effect and problems about government functionstransformation in corruption prevention and analysis the reasons about them incomprehensive and detailed ways. The fourth part proposes some path selectionsabout how to deal with the problems about government functions transformation incorruption prevention. The author holds this view that the sticking point of government function transformation in corruption prevention is governmenttransformation and establishment of corruption prevention monitoring system. Thespecific measures involve positioning functions in government, market and society,reform salaries system and personnel system, and so on.
