For the question to cultivate the citizens’ consciousness under theconstruction of “Two-oriented Society”, the author analyzes the construction of“Two-oriented Society” restricting factors to cultivate the citizen consciousness fromfour aspects of historical, social, education, and individual, thus, the author putsforward the construction of “Two-oriented Society” route choices: pay specialattention to the breakthrough to cultivate the citizen consciousness and attaches greatimportance to the construction of citizen education; create a good social atmospherecomprehensive, perfect the citizen education system based on education, starts fromoneself, cultivating citizen participation.
