A Research Of External Evaluation On Building An Clean And Transparent Government Of China

Our party’s solid political stand is to insist on anti-corruption campaign and aclean, healthy political party. Evaluation is an important means to testing theeffectiveness of building the incorruptible government. Currently, our governmenthave already done a lot of efforts on the clean and honest government evaluation, butthe result is not satisfying. Because in practice of evaluation, the top-down self-evaluation is much more widely used rather than the external evaluation, which meansthe present evaluation system is relatively lack of a complete external evaluation. Sofar, our government’s existing external evaluation is not widely promoted and appliedbecause of the segmentary evaluation system, unscientific methods and defectivemechanism, which need to be further established and amended. Based on thetheoretical research and practical experience of domestic and overseas clean andhonest government evaluation, this thesis studied the current situation of China’sclean and honest government evaluation from the angle of external evaluation.Through analyzing the clean and honest government evaluation models of DongCheng District case (a place in Beijing) and Henan Province case, this thesissummarized the achievements of current external evaluation to clean and honestgovernment, at the same time, pointed out the problems and shortcomings. Relying onthe theoretical basis of performance evaluation, the author tried to solve the problemsand shortcomings via four aspects. They are subject and object of external evaluation,external evaluation index system, implementation and operation of externalevaluation and feedback of external evaluation. Meanwhile, it comes to a conclusionthat the essential reasons for the stagnant situation of external conclusion to our cleanand honest government campaign: emphasis on external evaluation is not enough;external evaluation theory research is lagged; system to protect the externalevaluation is lacked. The final part of the thesis put forward five different and specificsuggestions to enhance the external evaluation system to our clean and honestgovernment campaign, which are configurating the effective subject and object ofexternal evaluation; promoting the process of clean and honest government evaluationinstitutionalization; strengthening the applyment of external evaluation results;improving the techniques and methods of external evaluation; building the scientificand reasonable external evaluation index system. Those suggestions serve for the purpose of providing references to our clean and honest government evaluationsystem’s systematicness, scientificity and operability, and making contributes to thepractice of external evaluation of clean and honest government.
