The Measurement Of Diligence And Honesty Level And Their Influencing Factors

The issues related with agriculture, farmer and rural area has always been important things which influence the development of our nation and the people’s livelihood in such a large agricultural country like China. As a carrier of the run of state power in the village, the village party branch committee and villagers’committee are the representative of villagers’governance and the leader of the new rural construction at the same time. These two committees are the ruling power of our country’s most basic level and their work is closely related to the villagers’interests. Whether the members of the two committees are industrious and honest will directly affect the solution of the issues related with agriculture, farmer and rural area and the effect of the new socialist countryside construction in our country. And confirming the relationship between the development of politics and economy of the village and the level of diligence and honesty is useful for us to know which problems we should pay more attention to. Finding the influencing factors of the level of diligence and honesty is helpful to take targeted measures to boost the enthusiasm and efficiency of the village cadres and reduce corruption. Therefore, in order to measure the level of diligence and honesty of the two committees reasonably and find the influencing factors, the government of S city in Jiangsu province organized this measurement. For the realization of benign interaction between the government administrative management and grass-roots self-government, the assessment took the members of the two committees as the object of the assessment and put the public satisfaction as the guide. In order to improve the feasibility of the assessment system, we measured the level of diligence and honesty by subjective and objective index system.After we conducted the diligence and honesty assessment in1166villages of nine districts in S city, we could analysis the level of diligence and honesty of members of the two committees and their influencing factors. The empirical results showed that the level of diligence and honesty of members of the two committees in S city was high. And in addition to the two cities which got low score, the scores of diligence and honesty in the rest of the test areas were close to each other. The level of diligence and honesty of members of the two committees was closely related to the village political and economic development. There was a positive correlation between the level of diligence and honesty and the level of village economic development which was represented by per capita net income of the villagers and the income of village. Also election was positively related to the level of diligence and honesty. However,"One combination" model was positively related to the level of diligence and negatively related to the level of honesty. The suggestions according to the empirical results are as followed:grasp the opportunity of urbanization and industrialization to develop economy of village to improve the income of village, adjust agricultural industrial structure and develop modern agriculture to increase the villagers’income; improve village governance mechanism and supervision mechanism such as "One combination" model and village committee election; improve expenses and investment limit mechanisms of the two committees; strengthen the training of village cadres to improve the comprehensive quality of village cadres; strengthen diligent and honest education.The innovation of this paper lies in:we could carry out a better empirical analysis through the assessment which was conducted in1166villages of nine districts in S city. The diligence and honesty index assessment system used different dimensions, such as the subjective and objective index, diligent and honest index. Based on the data which we got from the investigation, we analyzed the influencing factors of objective diligence, subjective diligence, objective honesty and subjective honesty respectively. The empirical results showed that there was a positive correlation between the level of diligence and honesty and election and the level of village economic development which was represented by per capita net income of the villagers and the income of village. However,"One combination" model which also belongs to political field was positively related to the level of diligence and negatively related to the level of honesty. The results were more focused, more persuasive and pointed out the advantages and the disadvantages which need improvement.
