Research On The Improvement Of The Election System Of The Village Committees In Shaanxi Province

The election of Villagers Committee is an important way to achieve the villager autonomy.Nowadays,when the ban-rural integration process is continuously deepening,the strategy of rural vitalization is implementing,the rural collective economic system is reforming and the prosperous countryside keeps developing,the villagers committee which is the main body of villager autonomy system acts as an increasingly important role.The election of Villagers Committee is of critical importance in such historical background.The successful election of Villagers Committee is not only affecting villagers' daily life,but also ensuring the rural development and the long stability of the country.The author carried out self-practice and on-site inspection of the Villagers Committee election of the Street D,Area B,Xi'an in 2018.Our new results show that the villagers' participation rate is limited without enthusiasm and the poor relationship between the Villagers Committee and the Village party branch committee.Meanwhile,there also exists many other problems in the Villagers Committee election,such as bribery,clan forces and excessive intervention of superior government.The occurrence of these problems in the Shaanxi province is associated with the weaker association between election and self-interests of villagers,the increased mobility of villagers,the imperfect democracy and judicial supervision and the own-defects of current villagers' committee election system.Finally,the author proposed that the Villagers' committee system can be improved by the following ways: seeking for more effective method to elect candidates after fully mobilizing the villagers' enthusiasm;increasing democracy and judicial oversight and imposing effective restraint and improvement on illegal vote buying and clan forces;clarifying grass-roots government's responsibility during the election of Villagers Committee and follow-up management of village cadres;coordinating the interests of the Villagers Committee and the Village party branch committee and give full play to the exemplary role of the primary party organization.
