Analysis Of Citizen Participation In Public Decision Of Local Government In China

Citizen participation is the symbol of democratization. Citizen participation,in macro-political-life or in micro-administrative-process, has been the important way of sounding national democratic system, enhancing democracy and publicity of public life. Citizen participation has been the important component of the construction of democracy. In order to ensure democratic rights of citizens, the publicity and stability of the public decision, the government legitimacy, it is necessary to allow citizen participate in public decision and establish interaction between citizens and government. Therefore citizen participation is the basis of ensuring scientific of public decision.The thesis takes the concept of citizen participation in public decision of local governments as Logical beginning. It dissertates the basic viewpoints of the current different citizen participation theories (Local Governance Theories, New Public Service Theory, and Theory of Consultation) and points their significance in theory and practice in citizen participation in public decision of local government which lays the foundation for further study.Although we have made progress in citizen participation in public decision of local government, yet we have some general problems in different local governments. Regarding the problems, the thesis points out the restriction factors and the power factors in the citizen participation in public decision of local government, it provides the ways for citizen participation in public decision of local government. First, we should have the prerequisite: political context, the technical conditions, and the participation political culture; Second, We should perfect the systems and the operational mechanism in the citizen participation in public decision of local governments, which is the key; Third, We should cultivate and develop the civil society. It is the social base for the order and effective citizen participation in public decision of local governments This research may enrich the correlation theories in citizen participation in public decision of local governments and has certain inspiration in practice in citizen participation in public decision of local governments.
