Research On Citizen Participation Through Network In Public Decision-making Of Local Government

With the social development of information technology, continuous improvement of democracy, gradual awakening of civic rights, more and more people realize that citizen participation in public decision-making of local government not only a fundamental right of citizen, but also basic requirements to achieve the government decision-making more scientific and democratic. Costly, inefficient traditional seriously hindered the participation of citizens in government decision-making, and the rapid development of Internet information technology effectively promote civic participation through network. Currently, the right to participate and for information in public decision-making of local government is not guaranteed. The quality of citizens to be improved, lack of related systems, and citizen participation in the network do not have the security system. A series of problems lead to a lack of rationality, and feasibility in decision outcomes, thus triggering mass incidents frequently. Citizens’ hot discussion on the network platform forming public opinions, forced the by public pressure, government had to adjust public policy, so as to form a Forced bottom-up citizen participation through network. Thus, the research on the problems, causes and countermeasures of citizen participation through network in public decision-making of local government is important for us to promote the process of democratization in the Internet era, and to improve the quality of public decision-making.Apart from the introduction and conclusion, it consists of four parts. The first part defines the basic concepts of the citizen participation, citizen participation through network, local government, and public decision-making. It introduces the theoretical basis and combined with the theme of the article is analyzed. The second part analyzes the form of citizen participation through networks.The third part describes the process of citizen participation in the form of participation on government website by the optimization case of Wuhan bus. By introducing the PX incident cases during 2007 – 2015, it summarizes the common problems of the previous events from the reasons, forms, types and attitude of the government in citizen participation through network. Then Maoming PX incident as a case entry point, it analysis the process of citizen participation in-depth. Then it introduces the mechanism of citizen participation in public decision-making. Finally it analyzes the problems and causes of citizen participation through networks in public decision-making of local government. The fourth part proposes the strategies of promoting citizen participation through networks in public decision-making of local government separately from the perspective of government and citizens.
