Among the governmental systems in China, township governments are organizations that have the most interactions with the masses, which means that township governments are playing a fundamental role and representing the image of governmental system. Currently, the implementation of most of our nation’s policies is fulfilled by township governments. Thus, the executive power and efficiency of township government directly influences the timeliness of the implementation of the policies and is also related to the development of township governments. If the township governments fail to make timely efforts in guiding individuals’ interests reasonably in the society, conflicts between different parties’interests would intensify. As a result, people might go over their immediate government to complain, incite mobs to riot, and impose containment on the public place, which would destroy the stability of the society. Therefore, in order to protect the peasants’interests and guarantee government’s public credibility and authority, township governments should prepare well for the full execution of every single governmental policy and reasonably assess and adjust the interests and needs of different groups, so as to sustain the stability of the society, secure people’s interests, and keep the efficiency of governments.This paper starts with concepts. In terms of the Internet and collections in the library, the researcher would gather theories and cases about conflicts of interests involved in the implementation of township governments’policies, which includes gathering and categorizing materials about the implementation of policies. The paper has gone through a large number of documents and materials relevant to conflicts of interests involving in township governments’ implementation of policies, clarifying the extension and connotation of township government, and the implementation of their policy, conflicts of interests. Then, a summary about applied theories was made, including the theory of conflicts, game theory, and public choice theory. What follows is the analysis of conflicts of interests with the systematic analysis method. This part includes the categories and features of the conflicts of interests, the positive and negative effects of those conflicts of interests, and the quality and consequences of those conflicts of interests. Then, using the system analysis method, from the influence of traditional concepts, the alienation of township governments’ role in times of transformation, the policy practitioners’self-interest expanded, poor expressing channels of public interests, lack of effective supervision and restraint mechanism in the implementation of policies, this paper analyzed the reasons for the conflicts of interest. Finally, based on the above content, the paper put forward the coordinated method, which mainly includes reforming and improving of the system, regularize the functions of township government and let it play a effective role, intensify the reform of the administration system, build an open and orderly interests game mechanism, improving the comprehensive quality of township and village cadres and the business level and improving the execution mechanism to promote the citizen participation and perfect supervision system in five aspects of policy implementation.
