At present, along with Chinese accelerating urbanization, Chinese cities have entered a "non-steady state" crisis-prone period. The face of various kinds of urban crisis, Chinese urban crisis management must be taken seriously and solve such a problem, namely how to innovate and develop urban crisis management model, to further enhance the city’s ability and level of crisis management. Chinese urban crisis management theory is still inadequately, the actual ability to respond to crises is also very weak. Establishment of urban crisis management system, improve the city’s crisis management capabilities, to protect people’s lives and property safety, maintaining social stability is not only the city at all, levels of an urgent task facing the government, but also placing in front of the theoretical issues.In this paper, the idea of "people-oriented", based on the literature review methods, access methods, questionnaires, under the premise of the theory and methods of analysis, carried out on modern urban crisis management mechanism to build a new research method. Through "people-oriented" city is under the proposed crisis management mechanism, power-oriented government from responsibility-oriented government to shift from a control-oriented government to a service-oriented government changes. Conducted on urban crisis and its urban crisis management elements related to the analysis of Chinese current urban crisis management for the status quo, in-depth analysis of the current Chinese cities the root causes of the crisis and crisis management common problem and why. And to address these issues put forward constructive solutions to the city by establishing a sense of crisis, to achieve full transformation of the concept of crisis management, the establishment of a unified urban crisis integrated management bodies and build a’"people-oriented" urban crisis management way to complete a new mechanism of urban crisis management, the establishment of the new mechanism. Strengthen urban crisis management and legal system, improve the scientific urban crisis early warning system, to establish a rational urban crisis education system, improve the urban crisis response capability evaluation system, build urban crisis management as well as society as a whole linkage mechanism to create "community roots" urban crisis manage grassroots network humanistic urban crisis approach, to avoid a crisis brought huge losses.
