Study On The Problems And Countermeasures Of Labor Security Supervision And Law Enforcement In A City

Under the new normal of China's economy,with the continuous transformation and upgrading of economic development,labor relations are becoming more complex and changeable.Conflicts between labor and capital are also increasing.Labor security supervision and law enforcement are of great significance to maintaining social harmony and stability.However,at present,cases of wages in arrears,especially those of migrant workers in arrears,still occur frequently.Migrant workers appeal in groups during important periods.The phenomenon of asking for wages in extreme ways still appears frequently,and the violation of laws and regulations of labor security supervision still occurs from time to time,which to a certain extent reflects the deviation of labor security supervision and law enforcement serving as a part of the implementation of labor security policies,so it is necessary to analyze the existing problems and causes of labor security supervision and law enforcement.By using Smith's policy implementation process model,this paper carries out a field research on the current situation of labor and social security supervision and law enforcement in city A and finds that there exist some problems,for example the policy basis does not effectively support law enforcement,the capacity of law enforcement agencies is insufficient,the target group conflicts with law enforcement,and the external environment restricts law enforcement,etc.,This paper analyzes the causes of the problems,which are mainly the defects of policy basis,the backward capacity-building of law enforcement agencies,target group policy indifference,political,economic and social adverse external environmental impact.Based on the problems existing in law enforcement and their causes,this paper puts forward countermeasures and suggestions such as strengthening the scientificity of policy-making,strengthening the capacity-building of law enforcement agencies,maintaining good communication with the target groups,and establishing a favorable external environment to solve the problems existing in labor security supervision and law enforcement in city A,so as to promote the efficiency of law enforcement to a certain extent.
