Social security means that the state and the society provide membersof society who do not have a basic livelihood with economic security,service assurance and spiritual security to maintain social stability andsocial members’ basic life by policies like social insurance, social welfare,social assistance, etc. The disabled is a group with large numbers of peopleand particular difficulty and they are the focus of social security. There are1585000disabled people in Inner Mongolia. Due to the obstacle caused bydisability, they have met many practical difficulties that healthy people cannot imagine in terms of life, healthcare, education, employment and socialparticipation. They have an imperious demand in improving the socialsecurity system. Disability is an inevitable cost in the process of humandevelopment and concerning and caring for the disabled is an importantsymbol of social civilization and progress. In recent years, the socialsecurity policy for the disabled in Inner Mongolia has improved constantlyand the life of disabled people has been significantly improved. However,what should be recognized soberly is that the business foundation of thedisabled in Inner Mongolia is weak and that the level of social security fordisabled people is not high. The disabled have to face many difficulties inlife, rehabilitation, education, employment, social participation, etc. andthere is a large gap between their overall living conditions and the averagelevel of the society. From three dimensions of social insurance, socialassistance and social welfare, this paper has fully introduced the currentsituation of Inner Mongolia social security and researched on the existingproblems based on the analysis of a series of data on disabled people’ssocial security. Also, this paper has put forward some countermeasures andsuggestions to further improve the social security policies in Inner Mongolia.
