The 18 th National Congress of the Communist Party of China pointed out that, employment is the basis of livelihood of people, so as the disabled. Currently the main problems of employment of the disabled in our province contains that, low standard of safeguard for the disabled, low ratio of insurance, and the gap of ratio of insurance is enormous between in city and in countryside. Besides, the income and level of the employment of the disabled is low, so as the poor stability of employment of the disabled. As for the reason, from the view of the government, the lack of refinement government policy results in the absence of the cohesion between system design and coordination, the disabled with low income is the final victim. From the view of society, the faultiness of the infrastructure and the service system, the underestimation and bias from some firms, the fraud and lack of funds in many welfare enterprises may be the reason. From the view of the disabled, the lack of self-awareness and the long-term developing sense of some disabled, and the absence of self-reliant spirit of some disabled may be the primary cause. To solve the problems of employment mentioned above, government can improve the environment of lives, employment and security of the disabled with the law, the regulation of market and society specifically and comprehensively, encouraging the disabled to be re-educated and retrained, cultivating their self-confidence. At the same time, increment of support, encouragement and direction for the business of the disabled and guidance for the disabled of more participating in public social welfare jobs should be given. With the promoting employment of government, market regulation of society and the laborer’s autonomous employment and entrepreneurship, we can solve the contradictions of the disabled between their living allowance and employment salary and their growing material and cultural needs, and then creating a positive, harmonious, continual employment environment for them.
