The Analysis And Countermeasures About The Construction Of Rural Community Policing

The sixty or seventy in twentieth Century,Community policing was gradually developedin the western countries,in twentieth Century at the end of the eighty’sflowing into china.Community policing reform as a key national Policing in the modern world, the subversionof the traditional working mode, strengthen thecommunity and police cooperation, effectivelyreducing the community crime rate,and prevent the community crime, and ultimately create agood public securityenvironment. In2002, the Ministry of public security was to make thefull implementation of community policing strategy, the national public security organs at alllevels actively explore the model of community policing construction,from the practical pointof view, it got some effectiveness.Our country in the implementation of community policing, because of eachregion,economic development and other external conditions and internal conditions such aslocal police has got a lot of difference. At present, in the exploration of community policing,sometimes only the theoretical research in the first place and not pay attention to the actualpractice, sometimes only seize part did not grasp the overall macro management specification.Engaged in community policingfumble, many scholars only concerned about city communitypolicing, often do not pay attention to in our country with very high proportion of rural area,many researchers have no field investigation into the countryside, in the process of ruralcommunity policing, police force, because of the lack of funds, investment in different areas,rural community policing implementation is not ideal. Therefore, we urgently need to improvethe standardization of China’s rural community policing management system, the constructionof rural community police at basic level in China and improve the overall quality of publicsecurity staff have significantinfluence.This article mainly used the method of empirical research, investigation andpractice ofrural community policing reform in Altay City, summarize the rural community policingreform in Altay City, affecting and existing problems. At the same time, by using systemanalysis method is to explore the specific reason for restricts rural Altay city communitypolicing reform and development. Finally, put forward some suggestions to improve the ruralcommunity policing reform at the present stage of Altay city from theory.
