On The Problems And Countermeasures Of The Household Registration System Reform In Tongliao City

With the in-depth development of reform and opening-up policy, socialist marketeconomy, the improvement of the whole society, the quality of the population and theconstruction of the harmonious society, the migration of the people is free at the time of newChina. It is authorized that household registration must be done in the city which includes thebirth, death, migration and social change, etc. Satnding Committee of the National People’sCongress enacted The Household Registration Regulations of the People’s Republic of Chinain January,1958which symbolized the formation of unified household registration system.From that time, the right of free migration has become a dream that can’t be realized.After the reform and openning up, the labor of countryside is emancipated from the landresulting the population mobility because of the reform of the rural land contracting systemand this has a big influence on the closed household management. The government has donesomething on the preliminary reform concerning the how to lead the people’s regulatedmobility between the city and countryside. This article tries to discuss the history of the InnerMongolia tongliao city household registration system, the current problems existing in thetongliao city household register system reform and the analyze the problems existing in thereform of household registration system in our countryIt also tries to give the correspondingcountermeasures, and puts forward advice on the household registration system.The first part of the thesis mainly expounds the general situation of the reform of householdregistration system, the definition of the household registration system, mode and maincontents. Besides, it also discusses the goal and direction of the household registration systemin our country, the basic principles of the household registration system reform, theintroduction to the theory of this paper is also involved.The second part mainly discusses the historical development and the present situation ofInner Mongolia tongliao city household register system reform. The fourth part mainlydiscusses the countermeasures and suggestions of the reform of Tongliao city householdregistration system.The government should implement the system of household registrationreform to strengthen the government’s propaganda, the management of the construction needsto be given priority to with the service.Through the analysis of the present situation of the household registration system inTongliao city as well as the existing problems, this paper puts forward some advice for thehousehold registration system reform. Due to the limitation of the study, only Inner Mongoliatongliao city of the present condition of the household registration system in China wasanalyzed, and it only stands on the level of contradictions in the making up for the currenthousehold registration policy and current situation.
