Research On The Problems And Countermeasures Of Household Registration System Reform In Jiulongpo District Of Chongqing City

In the early 1950 s,the dual household registration system that had been formed in China seriously restricted the flow of urban and rural population and the initial development of urbanization.In the 1980 s,after the reform and opening up,the reform of state-owned enterprises began,and township enterprises developed rapidly.As a result,the labor demand gap was created in cities,which attracted a large number of surplus labor in rural areas,and the dual household registration system began to break down the barriers of urbanization.In the 1990 s of the market economy,in order to adapt to the market allocation of labor resources and meet the needs of population mobility,the reform of the household registration system was further deepened and the process of urbanization was significantly accelerated.In the new century,especially after the 18 th national congress of the communist party of China(CPC),China is deeply aware of the problems of traditional urbanization and has put forward a new urbanization development strategy with population as the core.The focus is to promote the urbanization of rural migrant population,and the main means is the reform of household registration.Starting from the background of the reform of the household registration system,this paper first summarizes the characteristics of the household registration system and relevant theories of the reform,and then demonstrates the necessity of the reform of the household registration system,in order to lead to the research on the reform of the household registration system in Jiulongpo district.This paper holds that the reform of the household registration system is to realize the transfer of surplus rural labor force through the adoption of operational support policies and the gradual easing of the conditions for the transfer of household registration.However,there are still some problems in the reform of Jiulongpo household registration system,such as the lack of stability in the employment and income of land-lost farmers,the low labor skills of household reform farmers,and the low level of rural labor transfer.Therefore,it is suggested to introduce supporting measures for reform,improve the rural labor transfer system,and reform the land compensation policy.Through the above measures,it is expected to speed up the equalization of urban and rural public services,reduce the additional benefits of urban and rural household registration,further improve the level of urban welfare,and guarantee the integration of transferred residents into cities.Gradually weaken the additional benefits of the household registration system,realize the unification of the household registration system,and realize the balanced development of urban and rural areas.
