Research On Citizens Participation In Public Policy Formulation In Vietnam

Public policy is a tool of the state to promote the development of economic life and society. The main objective of the policy is to adjust the relationship between benefit and interest group towards promoting community benefits. Therefore, the participation of cityzens in the policy regime is one of the preconditions to ensure the harmony of interest between the interests and promote the expansion of benefits. Not only that, citizens attending public policy institutions is also important manifestation of democratic politics, through regulatory activities attended by citizens in public policy, the legitimate rights and legality of the ensure people are not being abused, active interaction between government and citizens in the process of public policy is an important means for the government to strengthen the trust of citizens towards the state apparatus, create favorable conditions to promote full area of intellectual resources, economics, human to perform the public policy cycle. At the same time, citizens attending institutions of public policy is the method to governments and citizens to find consensus in perception, create momentum for the implementation of effective policies.Our country since the renovation work done to date has more than20years, in over20years that the democratic rights of citizens are constantly being gradually improve, more and more citizens to participate more and have more effective in the management of the general public, including regulatory activities of particular policies. However, apart from the achievements of the citizens attending the public policy institutions still have many limitations, this essay was written with the aim to assess the situation seriously citizens attending institutions the current policy in Vietnam at the same time proposing to consolidate and improve the efficiency measures improve citizens attended the public policy constraints.The main contents mentioned in the article include:The first part, identify issues to research, outline the current status of the study authors and foreign citizens attending institutions of public policy; The second section, an overview of the theoretical basis of the article, include some basic theoretical issues of public policy, the citizen participants, the theoretical basis of citizen involvement in Vietnam, termites relationship between public policy and citizens attended the public policy constraints; The third section, research on the status of citizens attended the public policy regime in Vietnam, these limitations; The fourth part, and propose solutions.
